Principal Investigator, David Madden brings nearly five decades of leadership, investigative, and emergency management experience to the public sector. He served 28 years with NSW Police, rising to Deputy Commissioner – Operations and regularly acting as Commissioner, where he oversaw statewide field operations and emergency management.
Following his police career, David has spent over 20 years in senior leadership, strategic advisory, and investigative roles across the public sector.
Renowned for his ability to lead, influence, and mentor, David combines operational expertise with strategic insight, including a 2022 contribution to the Australian Federal Police.

He has also lectured and developed curriculum for leading universities and the NSW Police Academy, and has applied his knowledge in diverse operational settings—from working in difficult communities and correctional institutions, to surveillance operations and advisory roles with the Australian Red Cross.
